When you have more than 3 Pokemon in the top individual pokemon list, you get the title "Pokemon Master".

Simple. Can be easily added. Shows advanced progress in TPPC.

Rate out of 10, please. ^^

I don't see a point to this as anybody can get into the top individual Pokemon list and it doesn't how any signs of "advancement".
