They're obtainable. If you visit the researchers with a certain lineup you unlock 1 battle that has a chance to give you an item, and when you get 6 of those items you can fight 17 Arceus' for a chance to get an Arceus.

Just through luck, it's just a shinypalkia + shinydialga + giratina in any order, not exactly difficult
