But you have to consider Dialga's base 150 Special Attack (and tendency to run Choice Specs, adding 1.5x to that huge Special Attack), and Palkia's base 120 Special Defense versus Dialga's 100 Special Defense and Palkia's base 150 Special Attack. But then again, Palkia can also run Choice Specs. Or both could run Life Orb.

Not to mention Palkia has base 90 HP, whereas Dialga has 100.

There's really a lot of factors in this. Let's have a look at some damage calculations...

Max Special Attack Dialga using Dragon Pulse against minimum Special Defense (neutral nature), max HP Palkia:
Minimum: 80.9895%
Average: 88.1927%
Maximum: 95.0521%

Of course, this is without Choice Specs. Or for that matter, even without a Life Orb. However, Palkia usually outspeeds Dialga. So let's see what Aura Sphere can do, even though Palkia usually doesn't run it.


Max Special Attack Palkia using Aura Sphere with a Life Orb against minimum Special Defense (neutral nature), max HP Dialga:
Minimum: 77.7228%
Average: 84.6535%
Maximum: 91.3366%

So it's almost a OHKO, but by that time, Palkia would already be down from a Life Orb or Specs'd Dragon Pulse. Further ruining Palkia's day, most Dialga actually use Draco Meteor, which would OHKO Palkia a little more than half the time, even if it ran max HP and Special Defense, without any boosts on Dialga's part. Factor in Life Orb, or even the Adamant Orb that no one uses, and it's a sure OHKO on Palkia.

And this doesn't even include entry hazards, or prior damage.

So, it's almost a tie, actually, in my opinion. But, I'd say Dialga is just slightly better than Palkia. But really, they're closer than I thought. It's just that Palkia doesn't usually use Aura Sphere, Focus Blast, or Earth Power. So, yeah.
