Default Multi-turn moves gaining priority

If you use a move that forces its own usage over multiple turns and then select a move with priority, the multi-turn move will be used with priority.

Example:
Turn 1: Use Outrage against a faster Pokemon. Actual result is the same as expected: you move second and after the faster Pokemon.
Turn 2: Attempt to use Extremespeed. Actual result is incorrect and not expected. Outrage will still be used, but you will move first and before the supposedly faster Pokemon.

I was not hit by Icy Wind on turn 1, and they did not choose a negative priority move.

I don't think this is an intended interaction. Sorry if it is.

As I said, the Pokemon was faster on turn 1. Neither Pokemon used a positive or negative priority move, and it wasn't a Speed tie. Second turn, it was still not using a priority, so there is no way it would be possible. Just for you, though:

Magneton used Icy Wind!
Magneton's attack wasn't very effective!
Shellder's stats changed!
Shellder used Outrage!
Shellder's attack wasn't very effective!
Shellder took damage from the Life Orb!

Shellder used Outrage!
Shellder's attack wasn't very effective!
Shellder became confused!
Magneton used Icy Wind!
Magneton's attack wasn't very effective!
Shellder's stats changed!

This is in Training Challenge. Magneton has base 70 Speed to Shellder's base 40 Speed. Either way, I was outsped and hit with Icy Wind on turn 1 and subsequently still managed to outspeed Magneton on turn 2.

Edit:
While testing this, I noticed Thrash actually instantly confuses the user. Outrage doesn't confuse until it unlocks (after 2 or 3 turns), but Thrash confuses after the very first turn and still locks your Pokemon into the attack for the next 2 or 3. Since Outrage doesn't do the same thing, this isn't intended either?
