What if instead of submitting a 10k it was submit any level and the prize increased in value by each 1000 levels. It would give people a reason to want to train and if someone was tired of owning something over cap they could donate and get something epic. Also maybe a few different prize pokemon could be available at each tier that way not everyone gets the same thing
