Indeed lol - GoldenMegaMewtwoX's CloseCombat would be especially OP, and I can imagine that move could suffice for a good majority of the Pokemon. The DarkMegaRayquaza's Aeroblast is attractive for the higher accuracy than Ice Ball, and GoldenMegaMewtwoY is attractive because of its Special Attack and how much its Ancientpower can do.

Definitely enchanting to think how much of an upgrade those guys are compared to normal Deoxys (Attack), and I also recall that one of my 39s was with 43 moves - even more food for thought for the lowest time we could get xD

Indeed on the sets lol - ever since late May, I don't think I've seen a set repeat, and the few 40 moves I got this month all came on different sets as well.
I've gotten 39s a few times and think you have too, but I have never gotten 38s or below, lol. I think once Mega evolutions come out, we may be able to get <35s pretty consistently, but who knows when that will be, lol.

Nice - just saw your new record! Congrats! With the new updates, it seems like it should be easier to get a 39, but I've never been able to get a 39 since last month.
