As long as that player has a full team of 6 and you have the item to increase team points on the Pokemon you battle with, yes.

So it doesn't have to be a gym? I can battle "terrakionking" with level 5 pokemons to get my self 9000 points per battle correct?

Anyone who is not on the same team you are that you beat will earn you team points.
