My Chingling won't evolve!

Help! I attatched team boost to chingling like it said. It said, " Chingling evolves into Chimecho using Evolution Gym and team boost!" Please help!

It's easy to explain but weird. Basically that pokemon, and every pokemon from the baby tower do not evolve even though the way on how to evolve them is shown. Basically, al ot of 4th gen's got released at once and to make sure that it didn't go to far, those baby pokemon were not set to evolve when they were released and still have not been set to evolve even now.

All you do us get another one of opposite gender breed them and evo the one you breeded
