About Heracross(?) & Ralts(?)

My Heracross(?) has the male symbol on it's horn; since it has a male symbol, why doesnt Ralts(?) have the same type of property and evolve into Gallade(?) ?

If memory serves...

Gallade comes from Male Kirlia. That's really the only requirement. But a (?) Ralts isn't male, so it can't become a Gallade.

Heracross and Ralts /kirlia/gardevoir were made before genders were in tppc so there is a code for them being (?) but gallade was after genders were in tppc so it does not have a code therefor Gallade (?) does not exist

It has to be of Male Gender, (?) isn't so it can't evolve to that
