There is nothing in the rule book saying that you have to forecheck so, by all means Tampa should be able to play this style.

Ruinn: The Flyers were protesting Tampa's 1-3-1 defensive style where you have one denfense man in your own zone, 3 players in the neutral zone and one in either the attacking zone or neutral zone.
