Tbh there should be map for Unowns only, chance 1/1000 to get shiny ones, and after collecting all shiny alphabet a prize or something like that.

I quite like that, or it could be like the regi quest, but they are only on a map(maybe ones for unown alone) but the chances are what you said, 1/1000
