Did you unlock mission mode? If not then complete story mode on default settings. Then on mission mode do 2 of the 10 missions with each character. But Kakashi has to do 4 out of 10 of those missions. Then you have to do the S- rank mission. If Kakashi's opponent isn't Anbu Kakashi, then you must've done something wrong. Hope this helps..
